In the era of vigorous development of the global economy, industrial agglomeration plays an important role in urban economic growth. In the process of industrial agglomeration, economic, cultural, scientific and technological exchanges are becoming increasingly close, and knowledge is widely disseminated in economic activities.Communication, communication, knowledge as a factor of production into economic growth. The sustained growth of the urban economy requires the continuous improvement of the technical level through the study and exchange between the economies in the industrial area.Labor mobility, specialized division of labor, and convenient internal transaction status create the conditions for knowledge spillovers, which enable knowledge spillovers to promote urban economic growth.City industry compared to other regions, industrial concentration is higher, the mobility of personnel, for the knowledge overflow provides more possibilities.Capital cities on the surrounding areas have economic and cultural radiation, can lead the regional economic development direction.Research on industrial agglomeration and knowledge spillovers are of great significance to the economic growth of a region.Through the study of the previous literatures and industrial agglomeration theory,it is found that industrial agglomeration mainly promotes economic growth through technological diffusion, human capital accumulation and scale effect. The way of industrial agglomeration to urban economic growth is related to knowledge spillovers, different industries The impact of knowledge spillovers from agglomeration on urban economic growth is not the same.In this paper, the data of the provincial capital cities from 2005 to 2014 are used as the sample, and the extended Cobb-Douglas production function is used based on the knowledge production function.Constructing a measurement model with industrial agglomeration, knowledge spillovers and urban economic growth as variables.Using the analysis method of panel data, the random effect model is selected by examining the comparison, mainly for the provincial capital city, the central capital city, the western capital city panel regression. In the eastern cities, the diversification spillover index was significantly positive at the confidence level of 0.01,and when the diversification spill index increased by 1%,the urban economic growth would increase by 2.1%,and the results strongly supported Jacobs externality Theory, which shows that the eastern city and industrial associated industrial agglomeration, industrial chain economy brought about by the overflow of knowledge is more conducive to the improvement of technical level and urban economic growth. The professional spillover index is negatively negative at the level of confidence of 0.05,and when the professional spillover index is increased by 1%,the urban economic growth will decrease by 0.014%.It shows that the accumulation of knowledge of industrial agglomeration in the eastern part of the city is not conducive to urban economic growth. In the middle of the city, the diversification overflow is significantly positively correlated at the level of confidence at 0.1,and the urban economic growth will increase by 0.27%when the diversification spillovers increase by 1%.The empirical regression results support Jacobs'externalities theory,Economic growth also need to rely on industry and related industries, knowledge spillovers, industrial chain economy brought about by the overflow of knowledge is more conducive to the improvement of technical level, the further development of productive forces. The professional spillover index is significantly negative at the confidence level of 0.1.When the professional spillover index is increased by 1%,the urban economic growth will drop by 0.04%,indicating that the agglomeration of the industrial agglomeration in the central urban industry is not conducive to the urban economic growth. In the western cities, the professional spillover and diversification spillovers and urban economic growth are not significant, indicating that knowledge spill is not a significant factor in urban economic growth. For the relevant variables that affect the urban economic growth, the implementation of the system with high level of development is more effective and more conducive to the effect of knowledge spillover.Foreign direct directly in the eastern city is positive, the central city, western cities are not significant. The level of urbanization is significantly negative in the eastern cities, which is significantly positive in the central cities and not significant in the western cities.Based on the analysis of the relevant literature and theoretical basis of the scholars, the empirical conclusion shows that the specialization spill hinder the urban economic growth, and the diversification of the spill confirms the jacobs theory and promotes the urban economic growth. And the higher the level of development,The more obvious the effect of MAR spillover on urban economic growth is obvious, indicating that industrial agglomeration is no longer adapt to the economic growth of provincial capital cities, which hinders urban economic growth, and the formation of industrial and related industries Of the industrial chain brought about by the knowledge spillover effect can promote the provincial capital city economic growth. The difficulty of this paper is to construct a metrological model that can represent the knowledge spillovers, and focus on the study of the knowledge spillover index in the Cobb-Douglas production function, from the perspective of industrial agglomeration. It is not enough to use this research method to include a comprehensive sense of knowledge spillover.
