Analysis On Collusive Bidding Behavior In Engineering Project Based On Game Theory

The construction projects have many stakeholders,each stakeholder's power and interest are not completely equivalence in bidding stage.In the process of construction project bidding,due to information asymmetry,many stakeholders,bidding process complexity and other factors lead to collusion in the stage of project bidding phase occurred,which is not only violated the principle of fairness,justice and openness of the bidding market,but also seriously damaged the interests of society and even disrupt the entire market order.Therefore,based on the background of the current national vigorously promote infrastructure construction investment,this paper studies the collusive behavior in the process of project bidding,and provides some suggestions for effectively preventing collusion behavior,so as to constantly improve our bidding system and build an orderly and standardized Construction bidding market.First of all,this paper analyzes the stakeholders involved in the whole stage of project bidding based on the stakeholder's perspective,and explores the relationship between the rights and interests of the stakeholders,according to the analysis of the main causes of collusion between bid stakeholders.Secondly,based on the game theory,this paper analyzes the collusion behavior of the bidding stage from two aspects:static game and dynamic evolutionary game,and the static game and dynamic game models between the government supervision department,the executive leadership,the construction units and the bidders are constructed respectively.Through the solution model,this paper analyzes the behavior of the participants in the project bidding from the Nash equilibrium of the static game and the equilibrium strategy of the evolutionary game,in order to find the factors that promote the conspiracy of the bidding and e:xplore the path of conspiracy behavior governance.Finally,from the two aspects of "blocking" and "sparse",this paper gives the corresponding preventive measures and recommendations for the governance collusion behavior,and ultimately build a BIM-based project bidding collusion behavior prevention system The system gives full play to the interactive mechanism of the electronic bidding system and the advantages of BIM technology information synergy,and solves the "information isolated island" and "information asymmetry" phenomenon in the bidding process.This reduces the chance of collusion between the participants,and ultimately create a fair,just and open competitive bidding market.This has a certain reference significance and reference value for the construction engineering and other related fields in the bidding phase to avoid collusion behavior.
