Study On The Problems And Countermeasures Of Forest Rights Circulation In Xiaoshan District Of Hangzhou

In recent years,the central and provincial government under the leadership of the collective forest right system reform is to promote the transfer of forest rights,is one of the main content of the reform of collective forest right system reform,through the reference of forest right transfer documents and the actual investigation,using the analysis method of the system,the Xiaoshan district forest right transfer the problems and countermeasures research,introduced the Xiaoshan forest right transfer status and achievements,in-depth analysis of the existing Xiaoshan district forest right transfer in the process of transfer procedures should be standardized,the transfer contract is not standardized,financing difficulties,Lin Quanliu low degree of marketization,combined with the actual situation of Xiaoshan area and put forward some suggestions the Countermeasures of the reform.This study suggests that the Xiaoshan area of forest right transfer need to further standardize the procedure of forest property transfer,strengthening the forest right transfer contract management,the development of a variety of forest right transfer mode,establishing and improving the forest right transfer market,increase in infrastructure construction,strengthen the supervision of the government and service,take measures to deal with the relationship between farmers and business units,the market and the government,accelerate the transfer of forest rights to realize the orderly and healthy development,economic development,forest area farmers' income,provide the important reference for the related policy of forest right transfer for Xiaoshan district government,provide the right transfer and government decision-making reference for other counties of national forest.
