Since the Reform and Opening up, China’s economy had maintained rapid growth. The Third Plenary Session of the Party’s eighteen proposed the strategic plan of comprehensive deepening reform. Under the new economy, the development environment of the small and medium-sized enterprises is full of changes. So, a strategy which is accommodating to the environment and assorting with the enterprise’s self-diathesis is very crucial to the survival of an enterprise. The private construction enterprise is an important part of the whole construction enterprise system, whose rapid development can bring a strong driving force for the prosperity of the entire construction industry. So it is very urgent to generate the development strategy for small and medium-sized private construction enterprises.RT Co. is a private construction enterprise in Heilongjiang province,which belongs to the small and medium-sized enterprise category. After the rapid developing at the beginning of its establishment, the RT Co.’s operations exposed some problems such as organization,funds, personnel and innovation gradually, leading to the development of the company into the bottleneck period.To reveal the important role of development strategy for small and medium-sized construction enterprises, and to provide reference for the development of small and medium-sized construction enterprises, this paper takes RT Co. as the research object, using the theories and methods of development strategy, and according to China’s macro environment and the construction industry environment. The thesis makes an in-depth analysis of the advantages, disadvantages, opportunities and threats of RT Co., then generate the strategic goals, the business strategy which includes regional and product strategy, and the functional strategy which includes brand, financial, talent resources, and information strategy.
