Many reservoir projects have been built every year in China. How to evaluate the reservoir is a very important issue. Nowadays, the main investors about reservoir projects are changing. They are no longer the single national financial investments. They are changing to the diversification of investors. As a construction project with the public and basic and economic character, the research about its economic benefit assessment is of importance on reducing investors' investment risks, increasing investment profitability of reservoir construction projects,improving people's living quality, promoting local economic development.First, the paper introduced the general situation and the characteristic about Qingshan reservoir construction, analysed the situation around Qingshan reservoir and water status in Huludao, introduced the scale of Qingshan project, the basic material has been achieved.Second, the paper analysed the investment estimation about Qinshan reservoir including estimation content and basis and total investment estimation. Third,using the corresponding theory, the paper realized the measurement, evaluation and analysis of the investment payback period,the index contains the payback rate of investment,the static state internal rate of return and the dynamic state internal rate of return. This paper also realized the evaluation and the sensitivity analysis of Qingshan Reservoir construction project including financial sensitivity and economic sensitivity. Finally, according to the project characteristics, this paper constructed the economic benefit evaluation index system and the corresponding fuzzy hierarchy evaluation model, and used the model to evaluate the project. Based on these, this paper provided the suggestion on the investment decision of Qingshan reservoir construction project.
