| Expressway is playing an important role during their developing process .Its advantages are speedy,efficient ,safe and comfortable ."Building on loans ,repaying by tolls"has become an effective means in expressway development presently.The expressway toll station is the bottleneck of expressway. On how to resolve traffic jam at the toll station,Nowadays many countries turn to Electronic Toll Collection(ETC).But ETC is the huge system that will relate to investor,governor and user and so on. It is necessary to completely know benefit and cost ,risk and negative effect .Based on the deeply study on the socio-economic impact of ETC ,the dissertation grades and analyses the benefit created by ETC system .The economic attribute of ETC also is analyzed from the point of view of macro-economics ,while the social and environmental problems incurred by ETC are interpreted .The dissertation develops a model of marking ETC ,which is applied to examine the best combination of ETC lanes and toll discount to maximize social welfare .The dissertation not only puts forward evaluation index architecture but also builds mathematics matrix about evaluation indices and benefits. Then evaluates socio-economic benefits .Finally a fuzzy comprehensive evaluation is introduced considering the qualitative evaluation indices. |
