Ningbo Port Lighting Management Information System Project Development Research

Port lighting management is an important content of port management,which is directly related to the safety organization of production and operation of port enterprise,providing a good,safe and comfortable night environment for ship berthing and unberthing at night.Also it is an important part of the external image of the port.This requires the port manager to have great management ability,especially scientific and rigorous management attitude and the overall situation in the management process.After years of practice,found that the use of information technology means is a new method which is very effective in the port lighting management,and it is scientific and reasonable.At present,some ports enterprise have gradually established their own information systems,which has shown effects on improving the port lighting management and the management level of the entire port.This paper takes the project management as the theoretical basis,and makes summary of the study of port lighting management information system by taking Ningbo port for example.It concludes that the quality level of the whole project can be improved through the following three aspects.First,on the quality management aspect,it establishes a quality management system with organizational structure,configuration management and demand management as the center,and makes improvement study of the project through maturity model,and puts forward specific measures and plans.Second,on the risk management aspect,it makes risk evaluation of the projects at different stages through the full life circle method,and then discusses the risk evaluation index system further to provide solutions for corresponding risks.Third,on the progress management,it finds key nodes of the schedule through the PERT method and predicts the progress schedule,and then uses the Gantt chart,critical path and other models to modify project schedule,to try to keep pace with the expected progress.Finally,it introduces the project acceptance,effectiveness evaluation,system outlook and experience gained and other aspects.Port lighting is an important part of the port infrastructure.This opinions,recommendations in this article can be applied well in practice,in the meanwhile,it can be referred to by other same type industries.In addition,this paper also tries to give suggestions on domestic IT project management research.
