Research On Local Government Behavior In Rural E-commerce Poverty Alleviation

The local government as the actual participants to decrease poverty should be in a reasonable function orientation and effective implementation.However,the local government behaviors failed to be grasped due to the dynamic,complexity and creative of poverty alleviation by rural e-commerce.In order to fully develop the ability of local government against poverty,it should investigate the internal logic and evolution of local government in rural e-commerce.This is a significant theoretical basis for local government against poverty.This thesis made studies under the framework of the behavior motivation,behavior mode,and behavior rationality of local government in poverty alleviation.From the behavior motivation mechanism,the behavior mode and its rationality of local government were justified with the local conditions and therefore the optimization suggestion for the behavior of local government against poverty was discussed.The local government's benefit realization channels and its influencing factors were systematically investigated on the base of national government structure.The results showed that the channels to achieve benefits for government are local benefits and the preference from higher-level leader.Among these,the realization of local benefit includes of environment factor and local conditions,and the preference is from the feed-back of higher level leader.Under the national policy related to rural e-commerce against poverty,the behavior modes of local government were analyzed on basis of behavior dynamic mechanism and local conditions.According to the behavior formation of rural ecommerce against poverty,the behavior mode consists of government domination,government guidance,and government supervision,respectively.In addition,the content of related mode was demonstrated by some case.In this paper,the behavior rationality of local government in rural e-commerce against poverty was defined and the standard to justify the behavior was proposed.Therefore the behavior rationality was preliminary justified from the offset of central government goals and local government goals.The reason of this behavior offset was believed to be resulted from the imperfect government assessment mechanism and the inadequate understanding for poverty alleviation of position,target and method.The related optimization suggest for this reasons was proposed from these including of constituting organization of rural e-commerce poverty alleviation,norming the assessment contents for local government,improving recognition for the mission of rural e-commerce poverty alleviation.
