| A new generation of information technology represented by Internet of Things,Cloud Computing and Big Data has impacted traditional production and lifestyle profoundly. Growing at an explosive speed, Information Economy is continuously affecting various industries. As Information Economy provides a strong momentum for the sustainable development of a country or region, the world, including China is to seize the development’s commanding heights of information economy. In 2016,Zhejiang became the country’s first national information economy demonstration zone,whose development of information economy is a typical in China. In this paper, the Smith model is used to analyzing the implementation of policy concerning information economy in Zhejiang province, and found the problems that lie in the contents of policy,target groups, the implementation authorities and the environment, thus proposed the strategic choice of information economic development for Zhejiang province.This article adopts the model study, inductive analysis, Smith model focusing on four dimensions of policy execution: ideal policy, target groups, executive agencies and environmental factors. Meanwhile, policy implementation and policy making are taken into unified consideration. All of these laid the theoretical foundation for the scientific research on the implementation of policy concerning information economy. The statistical data from the government departments and the implementation status of the city’s policy concerning information economy provide an empirical basis for studying information economy.This paper is divided into four chapters. The first chapter mainly introduces the development of the information economy in Chinese provinces, in China and in the world. Also, a literature review and the significance of this study are included. In the second chapter, 11 cities in Zhejiang province are divided into information economy leading region,potential information economy development region and slow development zone according to their abilities of information economy, which are mainly demonstrated by the proportion that information economy occupies in local GDP and the increases of leading industry in information economy. In the third chapter, the Smith model is mainly used to analyzing the implementation of policy concerning information economy in 6 cities, which proves to be suitable to the overall development of information economy in these cities. However, there are still some drawbacks, such as special target groups, the fuzzy policy itself, the complex executing organ and the restricted environment. Besides, the quantitative index in the implementation of policy is weak in the slow information economic development area. In the fourth chapter, the author puts forward the strategic choice to speed up the development of information economy in four dimensions: policy making, government agencies, target groups and development factors.With the rapid development of information economy which based on information technology, a region’s core competitiveness in the new round of development tide can be formed only through adaptation into local conditions, scientific planning, and constant strengthening of system supply for development policy. |
