The Equity Of Research On Housing Accumulation Fund System From The Financial Perspective

China's housing accumulation fund system has played an important role in solving workers' housing problems and improving their living environment.It promotes the urbanization process of our country.It has become a pair of the systems of housing security.But with housing accumulation fund system developing,the problems of housing accumulation fund system also gradually highlights.Much unfair phenomenon appears on housing accumulation fund system.It should focus on solving the housing problems of low-income workers.But in actual operation,the high-income groups get too much profit.Even it appears it takes from the poor and gives it to the rich.The fairness of the housing accumulation system fund has become the focus of discussion.And even some people consider that should abolish housing accumulation fund system.It has aroused the concern of academia and government.In this paper,we first represent the financial equity.Then we introduce the financial equity into evaluation of the housing accumulation fund.This paper expounds the financial equity of the housing accumulation fund policy from the opportunity,rule and use.We use date from China Household Finance Survey.We regard paying and the amount of the housing accumulation fund as the substitute variable.We use probit models and tobit models.We discuss whether the education,the unit and wages have the impact on the financial equity of the housing accumulation fund policy.In order to study the operation of the housing accumulation fund system,this paper selects Ma'anshan as the research object and analyzes the financial equity of the housing accumulation fund system from the perspective of the deposit,use and value-added income.Through the study,we find that it is unfair.The city had implemented a series of initiatives and policies.The paper discusses the necessity and the results of this behave.The research of this paper will help the government to understand the fairness of the housing accumulation fund operation.It will lead to the policy-makers' thinking on housing accumulation fund.It will make the housing accumulation fund to be fairer.
