The Study On Z Company Tobacco Materials Purchase Management And The Tendering Management

In order to further strengthen supply chain management and improve comprehensive benefits of tobacco industry,the State Tobacco Monopoly Bureau has been promoting financial cost benchmarking,open tendering for tobacco materials,in recent years.Though Company Z has achieved certain experience and effects in tendering procurement of cigarette materials after several years’ operation,there are still deficiencies and limitations in its current situation of management,and the company still needs to improve and perfect itself in numerous aspects like procurement strategies,tendering management.On the basis of summarizing and analyzing theories and methods related to procurement management,supply chain management and tendering management,the history and current situation of tendering procurement management concerning tobacco materials of Company Z is surveyed and analyzed comprehensively and thoroughly in this thesis.Prominent problems existing are summarized,mainly including non-standard bidding management process,obscure bidding strategies,unreasonable bid evaluation scheme and the reasons behind them are analyzed.Furthermore,in conjunction with the theories and methods regarding procurement management and tendering management,strategies and suggestions for improving Company Z’s management of tendering procurement of cigarette materials are proposed from links such as segmenting the supply of tobacco materials,perfecting tendering process,optimizing tendering schemes,improving bid evaluation management,risk prevention and control,and constructive opinions and measures are brought up regarding guaranteeing effective supply of materials and coordinated quality management of suppliers.Research conclusions in this thesis are of significant practical significance to improving the tendering procurement management level of tobacco materials,comprehensive strength and market competitiveness of the company and also have certain reference significance to enterprises in the tobacco industry and other related enterprises.
