With the rapid development of knowledge economy in our country, enterprises put more and more emphasis on project management which is increasingly becoming more important resource for enterprises to achieve competitive advantage. At present, most of the enterprises recognize the importance of project management, which conclude production and purchase management, plays an essential role on the realization of strategic target, the improvement of business performance and the advance of the core competitiveness,especially for obacco industry. Although tobacco companies in our country gradually realize the importance of project management, and have made the corresponding measures to several aspects such as the traditional production management, purchase management and so on, the existing production, purchase management mode can’t reflect enterprise’s actual performance due to various reasons. Project management is only become a mere formality, doesn’t play it’s efficacy obviously. Therefore, establishing a scientific and reasonable production and purchase management pattern and finally improving the production, purchase management model as the core of project management is especially important to tobacco company.Using Shaoyang Tobacco Corporation as the object of study, the article introduces the origin and development of theories of project management, and defines the meaning of project and project management at first, which also analyzed tools and process of project management and especially introduced Program Evaluation and Review Technique(PERT). After that, it introduces current situations, production and purchase management of Shaoyang Tobacco Corporation. The problems and the reasons of tobacco production and purchase management in Shaoyang Tobacco Corporation are discussed with the combination of questionnaire and depth interviews. Then the author carries out on the optimization design of production management and purchase management.Finally, we also propose the implementation process of tobacco production and purchase management system of Shaoyang Tobacco Corporation, and obstacles which may appear in the implementation process are also analyzed. Safeguard measures for the implementation are offered as well.
