The Research Of Government Procurement Rent-seeking And Countermeasure

In recent years,the scale of government procurement in China has been expanding,playing an increasingly important role in economic development.However,due to the continuous expansion of government power and the shortcomings of the government procurement system,The rent-seeking of government procurement become the hardest hit by corruption in China.It disrupted the order of market transactions,reducing the quality of government procurement,and caused a serious waste of social resources.Therefore,it is an important issue to strengthen the research on government rent-seeking behavior and governance measures.In recent years,China’s government procurement has made a lot of results,the scale of government procurement has been expanding,gradually optimize the procurement structure,procurement system gradually sound.However,the rent-seeking behavior in government procurement has occurred,showing the characteristics of non-productive,complex,destructive,and rent-seeking diversity.The main ways are "cash rent","physical rent","contract rent","standard string".With the continuous development of government procurement,government procurement in the rent-seeking behavior is also changing,from the "scattered rent-seeking" alienation as "concentrated rent-seeking","underground rent" alienated as "underground rent","Individual links to rent" alienation as "multiple links to rent".The theoretical basis of rent-seeking behavior in government procurement is mainly economic man hypothesis theory,principal-agent theory and public choice theory.Government procurement and rent-seeking behavior is reflected in the government procurement department and the demand between the units,between suppliers and government procurement departments,government procurement departments and centralized purchasing agencies.This paper establishes the game model,and makes an in-depth analysis of the rent-seeking behavior between the government procurement supervisors and the purchasers,between the purchasers and the suppliers,the purchasers,the purchasers,the suppliers and the government procurement supervisors.The reasons for the rent-seeking behavior in government procurement is that the relevant laws and regulations of government procurement are imperfect,the supervision mechanism is flawed,the agency agent failure,the low budgeting quality and the pursuit of the maximization of the interests of the procuringentity.The behavior has brought a series of negative effects,mainly in the "lead to waste of resources,disrupt the market competition order,damage the credibility of the government,reduce the quality of procurement." In order to curb the occurrence of rent-seeking behavior in government procurement,we must improve the government procurement supervision mechanism,strengthen the government procurement budget management,standardize the government procurement bidding system,speed up the process of government procurement electronic.This paper summarizes the manifestations and evolution characteristics of government procurement rent-seeking,establishes the game model to analyze the government rent-seeking,It has some innovation.Due to the complexity of government procurement and rent-seeking behavior,I have some limitations on the game analysis of government procurement rent-seeking behavior.In the future,I will continue to pay attention to the government procurement and rent-seeking behavior,through the game model,to strengthen the quantitative analysis of government procurement rent-seeking,and constantly improve the government procurement rent-seeking research results.
