The collective land is the important material wealth of the peasants,and the houses and their appendages on the collective land are the most important material wealth of the peasants.Because the government is the sole buyer of the collective land,and the seller is the only state-owned land market level,with the collective land by local government expropriation,collective land ownership of all land owned by collectives into the country,land use from a single agricultural land into commercial land,industrial land or other land,land development the strength will increase rapidly,the greater collective land value-added benefits.Who should take advantage of the value-added income of collective land,and how to rationalize the state,collective and peasant families to share the value-added benefits of collective land rationally? How to optimize the distribution of interests,so that the national,collective and peasant families to achieve balanced interests,thereby reducing social transaction costs? Taking the collective land increment income of Fengjie County as an example,this paper discusses the rational distribution pattern of collective land value-added income.Distribution in Fengjie County,the collective land value-added income,this paper adopts the method of literature analysis,theoretical analysis and empirical analysis,with the help of the source of growth,and the proportion of distribution according to land rent theory and property rights theory of collective land value-added benefits.Discussion on the status quo and problems with the Fengjie county collective land increment benefit distribution pattern of distribution of collective land value-added income should be,and from the revenue dependence,stakeholders interests distribution proportion of empirical analysis as a starting point,and the introduction of transaction cost discusses how to optimize the distribution of collective land value-added benefits,in order to better to ease the contradictions of land expropriation and housing demolition,raise the income level of farmers,protect the local government fiscal revenue growth,provide useful exploration and reference for our system of collective land expropriation reform.
