Recently,a growing number of cities have chosen new urban areas as an approach to satisfy people's demands and improve their competitiveness.However,due to the excessive concerns of speed and quantity,the results usually cannot meet original expectations,such as ignorance of long-term benefits,lack of financial control,and unreasonable land transaction price.Therefore,this paper analyzes the value-added mechanism and influencing factors in each stage of the new urban area development process from the perspective of policymakers,with an expectation to provide a theoretical basis for urban development policymaking.First,based on the literature review of new urban area development and land value,combining with the analysis of land and market theories,this paper constructs a mechanism model to illustrate the formation of economic benefits in the new urban area development process.Subsequently,this paper divides the value-added process of lands into two: one is called land acquisition and storage,and the other is land transaction.With a focus on every single parcel of land,this paper calculates the relevant land prices,explores the nature of the value-added process,and analyzes its corresponding influencing factors during such two periods respectively.Besides,this paper constructs two value-added models and conduct case analysis through data from Harbin New District to examine the feasibility of the above models.Finally,this paper analyzes the law of capital flow of policymakers,where the research object turns into all lands in the new urban area instead of one single parcel,and time value is taken into consideration.Based on the land benefit model,this paper analyzes the formation and changes of the crucial nodes in the model,identifies the government's control target,and proposes approaches for the goal based on the analysis of the influencing factors in the previous two chapters.Theoretically,this paper aims to enrich the research on the connotation of land value-added theory,combines it with land benefit calculation,and expand its application in the entire development process.Practically,this paper can provide a reference for both government policymaking and real estate investment decisions.
