N group company engaged in electric power system automation industry,to support its main business development,plan in many large and medium-sized cities across China planning large-scale industrial infrastructure projects by stages,in order to meet the development needs of industrial restructuring and strategies for the company.Because of the large industrial scale of investment in infrastructure projects,wide regional distribution,non-standard requirements,organize and coordinate the difficulty is high,the more the owner party faces in the process of project implementation management experience insufficiency,the backward management mode,the control strength is not strong,etc.This article from the perspective of the construction investors(that is,the owner party),with N group co.,LTD.In 2010-2013 Z infrastructure investment in the construction of large-scale scientific research industry as a case,using literature analysis,case analysis and survey analysis,combined with organizational structure design and control of process reengineering and project management theory and research results at home and abroad,analysis summary N industry group company management status quo of infrastructure projects and Z infrastructure projects are exposed in the process of construction management board and the insufficiency,and the internal organizational structure,responsibilities,management process,evaluation mechanism,etc,put forward the corresponding optimization strategy and supporting measures,specific as follows:Building construction business decisions,the management system of controlling functions of management,project management level,clear functional management and project management responsibility,implement the owner project department standardization construction,strict "at the beginning of the feasible set review,handover completion settlement" two head management,optimize the bidding procurement,contract signing,pay money,change the four key links of management process and improve the project evaluation,the contractors evaluation mechanism,making system construction,optimal allocation of human resources,information and other supporting measures.This article innovation lies in infrastructure projects,from a view of owner side to industry control system to optimize the topic for study,highlight the property in the aspects of project decision-making,examination and approval,the inspection control function,strengthen its in the design,bidding,payment,acceptance,settlement regulation ability.The purpose of this paper is to use case study research,help the owner unit managers under limited resource constraints,the organizational structure,responsibilities interface,management process,assess as the focus,the division of building science,controls in place,standardized and efficient system of controlling industrial infrastructure projects,to ensure the engineering quality under the premise of saving cost,speed up the process,to realize the project on schedule,high quality,efficient construction management objectives,ensure enterprise economic benefit is obtained in the construction of the infrastructure project management,scientific research and industry development for the enterprise to provide a strong infrastructure security.
