At present,our country is stepping into a new era with the "new economic normality" as a significant feature.Which means the rapid growth during the past 30 years will become the history.Now,the structural optimization and innovation driving will be more focused in the economy growth.Economy determines the finance,the arrival of the new normal really have a profound impact on the development of China’s banking industry and the mode of operation.One the one hand,Chinese economy growth speed slowdown and the economy structural optimization will make the giant downword pressure to Chinese economy.While,this situation also make the banking industry have to endure the test by the speed lost in asset expansion and the assets quality decline.On the other hand,the acceleration of the intererst rate liberalization,the rapid development of Internet banking,the financial disintermediation,the private banks joining the market competition,and the deposit insurance system,that have make the strong challenge to the current Chinese banking system and marketing structures.The dramatic changing may be in the brewing up.Credit Approval has been the main source of profit of commercial banks in China,and it has the dual effect of risk and return.It is the key to improve the competitiveness of commercial banks to grasp the risk of credit and improve the quality of assets.Is most important to enhance the competitiveness of the credit examiners is asset quality and risk control first gatekeeper,establish a set of scientific and reasonable performance appraisal system,give full play to the advantages of human resources,excavate the potential of talents,to create a professional talent echelon.The by ZJ Rural Commercial Bank(hereinafter referred to as the "ZJ bank")as a practical case,through the analysis of the ZJ current bank of credit personnel performance appraisal way and long-term of the past in the fom of problem,and the use of performance appraisal theory for the design of the new scheme,to improve the working performance of credit personnel for the purpose,and through combined with the strategic goal of ZJ bank,guide the ZJ bank embarked on the high asset quality,high profit.At first,this paper introduces the background,significance and purpose of this paper,research methods and content.Secondly,this paper discusses the theory of enterprise performance appraisal,and the characteristics of commercial bank performance appraisal,introduces the theory of balanced score card,and introduces its application in the performance appraisal of the bank.And then analyzes the ZJ bank credit personnel performance appraisal,the existing performance appraisal system problems and reasons,and the application of the Balanced Scorecard to improve the design,the establishment of a new assessment system.Finally,I hope this paper can provide a new way of thinking for the performance evaluation of ZJ bank credit personnel,and make contribution to the reform and development of J bank.
