With the deepening of opening to the outside world, more and more small and medium-sized banks, as well as foreign banks have appeared in recent years, which brings traditional large-scale commercial banks a lot of stress. To deal with this increasingly fierce homogeneous competition,commercial banks begin to realize that the core competition for a bank is not only differentiated product and service,but also "HUMAN" management in essence. How to design a feasible and proper performance management system which can attract and retain those outstanding staff is always a disturbing trouble for each commercial bank. Meanwhile, commercial banks are made up of many branches all over the country, or even the world. The performance of those branches decides the whole performance of the bank. As a result,the performance management system is of great importance to a bank.Each branch should make their own performance management system which is in accordance with their development strategy.This dissertation chose Branch Y of Postal Savings Bank of China as the target. Then we looked into three core elements of performance management to find out what causes the failure of Branch Y. Next, to fix these defects, this dissertation first explicited the aim and principles of optimization. After that, we tried to give advice to each specific problem in three core elements. As a whole,this dissertation wishes to provide a direction for commercial banks in China about how to upgrade the existing performance management system in order to realize the sustainable development as soon as possible.
