The Study Of The Intergration Of Industries And Cities In The Process Of New Urbanization In China

The New Urbanization in China has a great effect on building a well-off society in an all-round way. The coordination of the New Urbanization, informatization, industrialization and agricultural modernization is the focus and difficulty of work in China in 13th Five-Year or even longer period. At present, we encountered many problems in the process of rapid urbanization, some provinces have emerged the imbalance of industrial development and urban construction with the blind expansion of land, which is the misunderstanding for the essence of urbanization, causing serious problems of the separation of city and industry. The essential requirement of the New Urbanization is people-oriented. Specifically, on the macro level we should pay attention to balanced development of land urbanization, population urbanization and household urbanization, on the micro level it means to strengthen the planning and management of the built area, to avoid urban diseases of the separation of living and working, tidal traffic etc. The integration of industries and cities is an important mode and the development direction in the process of New Urbanization. In this mode, industrial development,urban construction and people-oriented core can realize the benign interaction, taking a path of New Urbanization with each other's promotion between cities and industries. On the basis of drawing lessons from previous studies, the paper combined the essence of New Urbanization with the integration of industries and cities. A province is the main carrier for New Urbanization, so we construct the index system of the integration of cities and industries from the provincial perspective to study the fusion degree of the 31 provinces or cities. Based on the coordination and development of the system, we viewed the integration of cities and industries as a complex system composed of industries cities and population, and constructed the evaluation model of the integration of cities and industries. We test the series of industrial system, urban system and the population system from 1996?2015 in china by ADF test and Johansen co integration test, finding a long-term equilibrium relationship among them. Adopting entropy weight and the deviation coefficient minimization method to measure the degree of integration of China's 31 provinces in 2014. The results show that, on coordination degree in the system of integration of industries and cities, the central region coordinated better, but coordinated without development. The comprehensive scores in the eastern coastal areas of the three subsystems as industrial development, urban construction and population are higher than the central region, but the construction of urban function is lagging behind the level of the development of industry and population, which explained the phenomenon that the coordination degree is relatively low.Considering the comprehensive integration of coordination with development, the eastern region is still ahead of other regions in China. In the western regions, whether its industrial base or urban function construction or human development were all lower than that in East and Northeast China with problems both in development and in coordination.Overall, densely populated areas always have a higher degree of integration with the urbanization rate in these areas higher than the national average, which further confirmed that only adhere to people-oriented can realize the integration of industries and cities in the process of New Urbanization. Finally, in the process of the development of new urbanization in China, the following suggestions are put forward.First, we should implement the concept of integration of industries and cities and promote the coordinated development between regions.Second, we should deepen the reform of the administrative system and change the government's role in the new urbanization process. Third, we should improve the infrastructure and public service facilities for new urbanization. Fourth, we should overall planning and explore the integration mechanism of industrialization, agricultural modernization,informationization and new urbanization.
