Industry is the core competence of a country,while towns are the carrier of industry.Since its opening and reform,China has carried out industrialization and urbanization and made considerable progresses.By the year 2015,the country’s urbanization rate has reached 56.1%,and industries have entered a mid-stage of development.However,problems are issuing.China’s towns are expanding disproportionately to industrial development,all with the same character.Obsession with scale and speed of urbanization has forced a gap between space expansion and population shifting.Meanwhile,urbanization is qualified by degeneration of old towns and disharmony within new towns.In a new age of economic development,China ’ s second and tertiary industries are facing new challenges.In addition,sluggish recovery of US economy and weak European economy also add uncertainty to China’s economy.China has witnessed rapid industrial growth but with poor quality,triggering a bunch of issues.On the other hand,Chinese industries have not gained enough power to drive the economy,leading to slips in economic growth.Heavy industries are overproducing,exerting strains on the environment;industries have not been fully equipped with information systems and are still relying heavily on other countries for core technologies.Restructure of China’s industries and maintenance of stable economic growth call forus to probe into current conditions of urbanization and industrialization,quest for new ways of harmonious developments of towns with industries,and facilitate the healthy long term urbanization and industrialization.This article firstly offers the background for the research and traces the theory of synchronic development of industries and towns,then explains the history of the theory and defines the term “integration of industry and town”.It applies variation coefficient to develop indexes for the harmony of industries and towns.Furthermore,the article also uses the indexes to analyze data describing Chinese towns.The result shows that several large cities appear to have higher degree of industry-town harmony while smaller cities and those reliant upon natural resources have poor harmony between industrial and urban development.In addition,a majority of the cities analyzed tend to show lower degree of such harmony,implying much possibility for improvement.In the end,this article proposes a new type of urbanization intended to improve harmony between sustainable industrial and urban development,together with possible solutions and proposals.
