Research On The Policy Texts Of Industrial Producer Services In Taixing

Industrial producer services are involved in multiple links of industrial production,providing various guarantee services as a service industry,promoting the manufacturing industry to climb up the value chain in the new round of industrial revolution.It has increasingly become the strategic high ground of global industrial competition and the key to the implementation of "Made in China 2025" strategy,as well as the important part of local industrial transformation and upgradation.The development of industry depends on the support and guidance of policy,and a lot of related policies have been issued by Taixing while the role play is not obvious.The overall development of the industry is not ideal,as the problems of small scale,low level and disordered development still exist.Policy tools are the concrete means and methods to turn policy goals into reality,therefore the scientificity and reasonableness of policy tools are directly related to the influence and effect of policies.Policy text is an important part of policy research as the problems in the policy system can be seen through the analysis of policy text.Therefore,this paper makes quantitative research of policy text from the perspective of policy tools,firstly elaborates the framework structure of quantitative research on policy texts,and lists the existing study of policy text analysis in industrial producer services policy tools,collects and sorts out 47 policy texts issued by Taixing from 2009-2018.According to the contingency theory and classification theory of policy tools,the industrial producer services policy tools can be divided into environmental,supply-oriented and demand-oriented categories,and the analysis framework from five aspects has been constructed,including the issued time,the departments,the types,the process and the function areas.Secondly,on the basis of brief qualitative analysis of the present application and the effect of industrial producer services policies in Taixing,the paper encodes the analysis units in 47 effective policy texts and makes quantitative research using the method of content analysis and statistical analysis.Therefore,the overall situation of policy texts,the development trend of policy tools in different periods,the selection preference in different sectors and distribution of policy tools in different types,activity processes and function fields can be clearly seen from the research of the constructed analysis framework.The analyze data discovers that policies have been issued steadily and consistently,featuring the characteristics of high level and strong guidance.In the same time,the types of policy tools used in the policy texts tend to focus on environmental and supply-oriented types,and the policy tools are mainly applied in the production process of industry and the field of support and expansion.Finally,according to the quantitative research on policy texts,this paper makes an in-depth analysis of problems in the producer services industry policy system,which are mainly reflected in the low operability of policies,low coordination of policy departments,imbalanced application of different types of policy tools,the uneven distribution of different industrial activities,and the lack of role play in the separation field of main and auxiliary industries.Then it lists 5 reasons including the the policy goals,features,application background,the path dependence of policy tools choice and the "economic man rationality" in selecting policy tools,trying to explain the existing problems.Under the guidance of problem solution and the local development needs,the paper puts forward suggestions such as enriching the details of policies,improving policy coverage and correlation,balancing the proportion of basic types,increasing the use of policy tools in development and consumption process and applying the policy tools in line with the policy goals in the field of separation of main and auxiliary industries,in order to provide a new angle for Taixing in making new policies or improve the existing policies,and also provide inspiration and reference for other local governments.
