Research On Technology Innovation Efficiency Of 14 Cities Of Liaoning Province

Regional technology innovation is the source of promoting the competitiveness and realizing the harmonious development.The purpose of technology innovation is to improve the efficiency of economic development,but if it is lack of efficiency,it will waken the meaning.Paper regards the complex technology innovation as a process under defining the regional technological innovation,divides the process into two stages on the basis of two-phase model,makes an empirical analysis on the 14 cities of Liaoning province,by building technology innovation efficiency evaluation system,concludes the quadrant model of technology innovation and strategic area classification,and assists local government to make the technology innovation development strategy.Dividing the technology innovation efficiency into research and development stage and economic transformation stage,through the analysis of innovation chain.Building a scientific and reasonable technology innovation efficiency evaluation system.Using SPSS18.0 to make correlation analysis based on the period of 2009-2013 data of 14 cities in Liaoning province,to further verify the feasibility of Data Envelopment Analysis(DEA)method.Concluding the quadrant model of technology innovation efficiency,according to the results of static evaluation of C2R model of DEA.Concluding efficiency of research and development is higher than that of economic transformation,the technology innovation efficiency of Liaoning province is steadily improving,but growth has eased.Formulating the strategic classification of 14 cities:stability areas,power areas,key support areas.Suggesting a differentiation strategy planning and guidance according to the real situation:for stability areas,should promote technology innovation intercity cooperation and resources sharing;for power areas,should pay attention to innovation chain and industrial chain to deploy;for key support areas,focus is increasing the service efficiency of innovation resources into and overflow.At the same time further adjusting and optimizing the mechanism of science and technology plan project and the guidance of evaluation,strengthening regional public platform,talent team,the construction of the financial system,at the same time,relying on high-tech zone realize the coordinated development of technology research and industrialization.
