Villages in the city refer to the villages which are close to the city but not belong to the urban area and later slowly be included to the city.Those villages are called urban areas in name only where the social insurance and household registration of the villagers and regional management still remain the original rural mode.Those villages appear as a result of the urban-rural dual structure and develop randomly out of control which have both positive and negative impacts on the urban development.The positive influence is that it helps alleviate urban population pressure while the negative side is that the large amount of relocation compensation feeds a number of residents who have lost their land and now depend on relocation grants,compensation for land acquisition and rental fees.For a long time,those people have cultivated the idea of reaping without sowing and degraded the social moral.At the same time,the lack of uniform administration leads to such problems as complex personnel identity,social disorder,poor environmental conditions and poor infrastructure facilities that negatively affect the whole outlook of the city.Under this circumstance,the reconstruction of villages inside the city has become an important issue for the urban development and it is necessary and crucial now to carry out comprehensive research on the effectiveness of the reconstruction of those villages.This thesis will combine the public management with theories related to the development of the villages in the city and apply the literature analysis,case study and field research methods and list some problems in the reconstruction of those villages and investigate the condition of the village in X district of T city and give some advice.The chapter one lists relevant theories of the resconstruction of the village in the city and puts forward the significance of the renovation of urban village.The chapter two summarizes the current condition of the reconstruction of the village in the city from the goals,measures and evolvement of the reconstruction and then gives some advice forimprovement from seven aspects of negative thoughts in some government employees,inefficiency of the compilation and approval of the plans,difficulties in implementation of the reconstruction plan,land acquisition,fund raising,the protection of the rights and interests of rural residents and lack of awareness to protect the ecosystem.The chapter three analyzes the reasons of the problems from seven aspescts: unclear criteria of assessment,ambiguous ownership of land,unlclear role of government,inadequate laws and regulations,weak position of the rural residents,unwillingness of the residents to the reconstruction and the lack of reasonable supervision to developers.The last chapter,on the basis of the comprehensive analysis,put forwards measures for formuating the sound criteria of assessment,promoting the early survey,emphasizing overall plan,Increasing advocation to win people's support,strengthening legal system,improving social insurance system to protect the rights and interests of the people and following the combination of the government leadership with the market operation.
