Before the reform and opening up,railway freight accounted for 35% of the total volume of the society.At that time,the railway as the main artery of transportation,assume the main transport tasks,and the road is to play a supporting role.After entering this century,the proportion of railway freight turnover fell to about 50%,and now only maintained at about 19%.Now,although the railway continued to promote the reform,the degree of marketization has lagged behind the road.With the rapid development of e-commerce,the total volume of the whole society is increasing,however,the proportion of railway freight is still declining year by year.The advantage of long distance transportation of railway has not been brought into full play,but the road has played an important role in the course of the operation of social goods.The high cost of logistics industry is due to these reasons.The 13 th Five-Year is the critical period of the country to reduce cost to increase benefit,accelerate the comprehensive transportation industry upgrading,enhance the ability of logistics services,how to achieve this strategic positioning is a hot research topic in logistics industry concern.Multimodal transport has the advantages of low cost and high efficiency,therefore,The State Council issued the "Medium and long term planning of logistics industry(2014-2020)" to promote multimodal transport in order to achieve the purpose of reducing social logistics costs.In this background,this paper proposes a Multimodal-Transport-Mode taking Railway transportation as the core(R-TMT).The value chain analysis and core competence analysis are added to the MSFLB model to study this mode.First of all,through the analyses of the internal,external market environment,development positioning and policy,summed up the necessity of the development of multimodal transport take railway as the core which based on the current situation of logistics and transportation in China.Secondly,this paper designs and constructs the model from three dimensions: operational process,layout and business model.With the deployment and promotion of "The Belt and Road",the multimodal transport will be the future direction of the logistics industry.The R-TMT will enhance the level of multimodal transport services,and promote the improvement and development of multimodal transport in China,and inject new momentum into the transformation of the logistics industry development.
