With the rapid economic development of the port, to meet the ever increasing port business, port information industry demand is also growing. In recent years, the country put forward the "The Belt and Road" economic development strategy. Yingkou port is located in the Liaodong Bay is the nearest sea Silk Road Economic Zone in the east of China and its foreign trade import and export business is increasing. At the same time, also in order to better promote "the Belt and Road" economic development strategy content. For foreign trade import and export business related to the inspection and quarantine, customs clearance, etc.Using information technology to build the Government and Port enterprise information interaction platform, improve business check clearance speed, which will help port of overall operating efficiency improved.In this paper, Government and Port enterprise information interaction platform project as a case study of the major project risk management-related content.(1) Through understanding the project case related background and project risk management status, analysis of the project risk management problems.(2) Analyzing risk identification and evaluation of the Government and Port enterprise information interaction platform project, the risk of the project mainly include: political allowed risk, project finance risk, project technical risk,project schedule risk, project environmental risks, project development management risks aspects. The project is divided into three risk indicators, which are the target layer, the criterion layer and the index layer. Construction project risk management evaluation model based on fuzzy comprehensive evaluation method, the use of AHP, the first for the project risk indicators calculated for each criterion layer, index layer index weight, combined with expert scoring method to give each risk weight analysis comprehensive evaluation of the risk factors score.(3) According to the research project risk identification, assessment results,then propose the avoidance measures and risk management strategies of the Government and Port enterprise information interaction platform.The research has established a complete risk assessment fairly standard assessment system, through rigorous risk management and effective control of such projects as planned toward the established targets, and successful completion. The research will provide reference for the government and the port enterprises related the software project risk management, and promote the further development of the project to improve risk management.
