Characteristics of software outsourcing industry in China is the need of industrial upgrading and transformation, for its non-pollution, low energy consumption, high value-added which can provide a large number of jobs. Only according to Dalian software industry association survey, the lack of talent for software outsourcing enterprise is about 18000 people a year. In the international business of software outsourcing, Japan has always been occupying the first power of contract in our country, and because of the geographical advantage, the software park in Dalian has become Japan's primary selection in software and information technology business subcontract. But along with the recession of global economic in recent years, Japanese foreign subcontract business has started to shrink. In addition, RMB continued appreciation and the devaluation of Yen cause the decreasing of profit and increasing of operating costs for all the export enterprise to Japan. In this brutal markets enterprises which engaged in software outsourcing to Japan need to focus more on training management and the competition for human resources optimization.This Paper deeply analyses the problems of management for software outsourcing enterprises to Japan by questionnaire survey and quantitative analysis assisting with case study and Kirkpatrick evaluating method to a Japanese sub company in Dalian. AT company in Japan has a long history and strong strength. Since its subsidiary established in Dalian, it has undertaken various development business and reach the ideal goal. But meanwhile there are some human resource problems, such as lack of overall-developed talents and talents for lower level position. The head office pays more and more attention to Chinese market and plans to make greater efforts to expand business in China, therefore urgent need to solve the bottleneck of human resources development. The key point for this paper is the improvement of training and management.In essence software outsourcing service is human resources with professional sales, so it is important to improve the quality of labor and ensure the continuous optimization for software outsourcing companies. Hope that the first hand experience for this case study could be used for reference to the same type of software outsourcing enterprises.
