The Investigation And Study Of Agricultural Transfer Of Population To The Public Of The Status Quo In Jinpu New District

Currently, with the rapid development of urbanization in China, lots of rural surplus labor force migrate to urban to obtain employment. As a result, the number of agricultural transfer population is constantly growing. However, as the unified system of urban and rural household registration has not been fully established in China, the agricultural transfer population’s public service supply and citizen’s rights and interests can not be guaranteed,which influencing the strategic layout of China’s economic and social transformation.According to the report of the eighteenth National Congress of the Communist Party of China,promoting to push on the agricultural transfer of population to the public, and to take numbers of measures to support and incentive policies to promote the agricultural transfer of population to the public. So, it has practical significance for the establishment of the policy and the precise work of the grass-roots government to explore the problem of the agricultural transfer of population to the public, and to investigate the actual situation of the agricultural transfer population at the grassroots level.Firstly, Jinpu New District has been chosen as one case. After a large number of literature review on the theory of public management, methods including questionnaire survey and interview are used in this paper. Using data analysis, the current status of the agricultural transfer population in the urban life has been analyzed and studied. Income, employment,living conditions, social security, public service and urbanization will are all considered.Secondly, based on theoretical analysis and research, the problems of current agricultural transfer population in Jinpu New District have been summed up. The processing of the agricultural transfer of population to the public has not been completed. It is hard to protect the interests of the agricultural transfer population. There is still discrimination against agricultural transfer population of the slow process of problem. The processing of the agricultural transfer of population to the public is still very slow. Finally, effective countermeasures for promoting new ways of citizens of the agricultural population transfer have been put forward. Jinpu New District needs to be improved in system at the macro level and the establishment of a unified social security system, promoting the equalization of basicpublic services at the grassroots level; to establish and perfect the labor market service system,optimizing the environment of public service, to promote the agricultural transfer population society. At the same time, the agricultural transfer population also need to change ideas,improving their own quality, and enhancing the awareness of rights according to law.From the multi perspective of qualitative analysis and empirical research, this paper focus on finding a way for Jinpu New District crack problems of the agricultural transfer of population to the public. This paper has extremely strong theory value and practical significance, providing a useful reference for establishing new urbanization strategy for Jinpu New District.
