Then build t cost calculation model about the urbanization of the rural population in Henan province, a layered calculation according to the specific situation and from the aspect of space, time, to measure the cost of urbanization of the rural population transfer in Henan province. Through measuring the rural population transfer in Henan province in 2013, 15 million people, assuming a one-time transferring them to the public service costs 190.918 billion. In order to achieve the urbanization of the rural population transfer in Henan province, we must to design the reasonable cost-sharing mechanism. The central, provincial, local government and defined and the coordination between water, adjust the structure of the transfer payment to match the corresponding financial power. The enterprise and the market also should make contribution strength and share the cost to the urbanization of the rural population transfer in Henan province.
