Collaborative Governance Of Maritime Regulatory Of Marine Transportation Of Dangerous Cargos Aboard

The maritime transport of dangerous cargos by ship is characterized by many links,various types of cargos,large volume of traffic,special transportation environment,and so on.The traditional maritime authorities through administrative means of single sectors supervision mode plays an important role in the past decade,but in front of the public more and more inadequate for the new situation,the new situation of supervision,supervision mechanism innovation become the research direction in the maritime sector.This paper introduces the cooperative governance theory,combined with the special situation of ship carrying dangerous goods by sea transport,for ships carrying dangerous goods transportation at sea maritime supervision collaborative governance is studied in detail,put forward the innovation of Chinese maritime surveillance ships carrying dangerous cargo transportation by sea cooperation mechanism framework of governance,combined with the practical work of the author is put forward the mechanism construction suggestions.This paper is divided into five parts besides the introduction and the conclusion:In the first part,the author introduces the concept and the basic theory involved in the research,and explains the necessity and feasibility of the cooperative governance of the maritime transportation of dangerous goods on board.The second part introduces our country ships carrying dangerous cargo transportation by sea maritime regulatory cooperation content and means of governance.Firstly,from the relationship between the main body of the supervision system of the collaborative governance content were introduced internal mechanism and external system.Then from the four aspects of laws and regulations,policy,economy and technology in China is introduced for ships carrying dangerous goods in maritime administration maritime transport cooperative governance means.The third part combined with the actual work,first by the Zhejiang Maritime Bureau as an example in recent years the situation of dangerous goods transport and maritime authorities existing regulatory model are introduced,then on our ship carrying dangerous goods by sea transport maritime supervision dilemma and cooperative governance difficulties are analyzed.In the fourth part,based on the analysis of the previous part,the first of China's ship carrying dangerous goods of maritime transport maritime supervision coordination guidelines and principles of governance;secondly,in the interests of all parties from the goals put forward collaborative governance objectives,and to participate in the management of multi subject classification and delineation of responsibilities;then expounds the cooperative governance in the framework of security and supervision and evaluation of the contents of the five mechanisms,functions and requirements,eventually formed the framework of China's ship carrying dangerous goods maritime supervision mechanism of the collaborative governance of maritime transport.The fifth part with consideration of existing regulatory model construction difficulties and collaborative governance mechanism,put forward the countermeasures to further enhance China's maritime surveillance ships carrying dangerous cargo transportation by sea cooperation from the two aspects of changing the concept of governance,improve the coordination mechanism.
