According to statistics, the annual global container traffic volume, dangerous goods accounted for5%to10%, that is to say, in a type8000TEU ships, dangerous goods may contain400TEU--800TEU. In order to prevent the dangerous goods transport brings, the international on the transport of dangerous goods also have very strict requirements and strict management. But in actual operation, and cause major losses due to the violation of the relevant provisions of the Transport of Dangerous Goods cases have occurred. If an accident occurs, on the one hand, the loss of life and property, on the other hand lead to environmental pollution will be disastrous. Many dangerous chemicals, pollution of the surrounding marine environment, as well as the possibility of direct harm to the local marine aquaculture industry, thus threatening the health of the residents in the neighborhood. How to control the maritime transport of dangerous goods accidents, is of great significance for the protection of the marine environment and resources, and promote the healthy development of the maritime economy.Maritime management as one of the maritime transport of dangerous goods regulatory authorities for the protection of water traffic safety, to prevent the ship causing pollution of marine environment, prevent the harm of maritime dangerous goods transport plays an important role. But the maritime administration work there are still some problems affecting maritime work in depth, such as the current set of problems, some maritime agency law enforcement model behind maritime human resources have not been fully excavated problem.This paper will study on the sea transportation of the dangerous goods regulation policies at home and abroad, analysis problem of regulatory problems existing in our country sea and maritime transport of dangerous goods in developed countries, mining more practical supervision strategy, combined with the status quo of China’s maritime sector supervision, preliminary exploration of carriage of dangerous goods by sea maritime supervision strategy.
