In recent years, with the rapid development of the economy along the Yangtze river,especially the rapid development of petrochemical industry such as petroleum?chemical products?natural gas?energy,trunk transport through the Yangtze of dangerous goods continue to increase,dangerous goods transportation and dangerous cargo loading and unloading port number are also increasing?Waterway transportation of dangerous goods, with large capacity Variety of complex characteristics and other characteristics, in the event of accident or pollution accident, spread rapidly and are difficult to control, a wide range of influence, the accident emergency rescue and cleanup are difficult, and serious damage?Maritime administration as one of the waterway dangerous goods transport management institution, in the protection of ship navigation safety and prevention and control of water pollution accident emergency rescue system has a great responsibility. But in fact, China's maritime management still exist many problems, has affected the transport of dangerous goods safety and prevention and control of water pollution. Therefore, to solve the existing problems and improve the level of dangerous goods transport maritime supervision is necessary.The research direction of this paper is the Yangtze river maritime administration regulation of the Yangtze river main transport of dangerous goods. Using the method of literature research, investigation, and qualitative analysis method to carry out the research.And the actuality of the Yangtze river main transport of dangerous goods and hazardous materials present situation and the current situation of maritime regulatory thorough investigation and careful study, analysis of current maritime dangerous goods transport regulations, combing the maritime institutions in dangerous goods transport management responsibility, find the Yangtze river main problems existing in the transport of dangerous goods in maritime supervision. Combined with the waterway transportation of dangerous goods regulation situation of foreign developed countries,draw lessons from advanced experience, and in promoting the perfect laws and regulations of dangerous goods transportation management, improvement of the Yangtze river maritime institutions in the waterway transportation of dangerous goods management way rationalization proposal is put forward.This article is divided into seven parts. Part 1 is the introduction part,introduced the research background, purpose and significance, combined with the waterway dangerous goods transportation research status at home and abroad, establish the research ideas and research methods, formulate technical route. Part 2 is related to the concept and theory of introduction, mainly introduced the Yangtze trunk, dangerous goods transport, three concepts, maritime safety administration and the emergency management system in this paper, the theory and government regulation theory. Part 3 is through the present situation of the Yangtze river main transport of dangerous goods,and the characteristics of the accidents were analyzed, and find out the factors affecting the safety of the Yangtze river main transport of dangerous goods. Part 4 is about the present situation of the Yangtze river maritime regulatory in-depth analysis and research,to find the problems existing in the transport of dangerous goods regulation. Part 5 is a maritime supervision situation of some developed countries abroad, search the office that is worth learning from. The sixth part is to improve the level of the Yangtze river main maritime supervision of dangerous goods promote the transport of dangerous goods safety research countermeasures are put forward.
