Building energy efficiency has been gaining worldly popularity. It is also an important part of"building energy conservation society and developing circular economy"as stated in the eleventh five-year plan of China. Public buildings account for only a small proportion in the total urban building area, yet their consumed energy per unit is astounding. Since the amount of energy consumption of public buildings is huge, there are a lot to be done to improve their energy efficiency. The study of building energy efficiency as regards to public buildings is therefore of great significance.Given that the consumed energy per unit is huge, and the energy management is lagging behind in terms of public buildings, a systematic framework model for energy management of public buildings is set up in this thesis to guide the daily energy management of public buildings as well as the effective implementation of building energy efficiency reconstruction projects. In this model, the overall process of energy management of public buildings is divided into six phrases, namely, setting up goals for energy efficiency, reviewing, identifying measures for energy efficiency, implementation of plans for energy efficiency, and the performance assessment of energy efficiency. Details of each phrase have also been discussed at length in the thesis. An effective energy management system will well facilitate the energy efficiency of public buildings.In the thesis, great importance has been attached to the performance evaluation of energy efficiency of public buildings. By adopting the balance scorecard method and making use of cause and effect link analysis, a key indicator system for energy efficiency performance assessment of public buildings has been set up. Each indicator is given weight based on the integration of principal component analysis, compound correlation coefficient method, variation coefficient method and Delphi technique from the perspectives of finance, degree of interior comfort and performance of building energy efficiency system. The comprehensive assessment of energy efficiency performance of public buildings is then carried out with reference to the single-factor membership function of each indicator (which is gained by using fuzzy comprehensive assessment method) and appropriate fuzzy comprehensive operators. In this thesis, the author takes a government office building in Beijing for example to illustrate how to set up and implement an energy management system for public buildings. Emphasis is given to the assessment of the energy efficiency performance of public buildings.
