The Study Of Shapley-Ideal Point Benefit Distribution Model Of PPP Project

Under the new normal of China's economic development,whole society has put forward more higher requirements for the provision of public facilities and services because of economic reform.Private-Public-Partnership(PPP)has become an important direction of infrastructure construction in China which provides the possibility of alleviating the structural gap between infrastructure supply and demand.In PPP project the concept of cooperation are "win-win" or "multi-win",while partners have their own benefit maximization target,so benefits distribution become the key condition for the project success.This essay analyzes and researches the benefits distribution of PPP project,and builds the benefits distribution model so that provide the reference for project implement successfully.This essay considers the infrastructure construction in PPP mode as cooperative alliance between government and social capital under the guidance of the theory of cooperative alliance and stakeholder,analyzes the related issues of PPP project benefits distribution,defines the government departments and society private investors is PPP project core stakeholder,analyzes the benefit orientation and conflict between every partners.This essay determines the marginal contribution,proportion of input,risk sharing,the level of effort,the urgency as the main influencing factors of PPP project benefit distribution by literature induction,build the influencing factor system for PPP project by combining the practical experience.This essay summarizes the main models of the distribution of benefits,compares and evaluates them according to the fit degree about PPP project and selects Shapley method as the basic method of PPP project benefit distribution.Based on the shortcomings of the Shapley method,the ideal point principle is used to modify it.Combining with the influencing factor system to establish the PPP project benefit distribution model based on Shapley-ideal point principle.This model combines qualitative and quantitative method combined with the characteristics of PPP project to objectively and rationally distribute the project benefits.Finally,through the combination of theory and practice,this essay applies the model to an actual PPP project case and obtains a reasonable allocation scheme,the result of objective and fair distribution is obtained,which proves the scientificity and validity of the model.The research result shows that the Shapley-ideal point principle benefit distribution model combining with influence factors system can overcome the disadvantages that exist in PPP project benefit distribution,the allocation scheme is more objective and more incentive,and it can ensure both fairness and the success of project cooperation.The model enriches the research on the theory and method of PPP project benefit distribution,which provides the decision maker with reference plans in practice,and it has important reference value for the successful operation of the project.
