Research On Finance Income Structure Of Harbin Songbei Discrict

The local government is responsible for providing local public facilities construction,ensuring the effective operation and development of the society,and ensuring the safety of citizens' lives and property.In order to achieve the above objectives,the local government needs to raise revenue,to ensure that the government can play the corresponding functions,to maintain local government expenditure needs,and thus promote the local construction and development.As a result,it can be seen that the financial revenue is an important tool for the government to ensure the effective operation and development of the social economy,and to ensure the rights of citizens to obtain the relevant rights,for a country or region of society and economy has important significance.In the aspect of statistics,the level of financial income and the structure of fiscal revenue are important indicators to measure the economic strength and the ability of economic development in a region.In the process of raising revenue,the local government not only needs to pay attention to the income scale,but also pay attention to the income structure of local government,the way of financial revenue collection,and the cost of collection.If the local government revenue structure is reasonable,not only can ensure the appropriate size of income,but also can improve the local economic environment,the local development has played a good role in promoting.If the local government revenue structure is not reasonable,it will bring some negative effects.Will cause the development of local economy,society and other aspects of the impact can not be underestimated.This paper studies the problem of the financial revenue structure of the local government in Songbei,Harbin.Through the research results of domestic and foreign scholars to determine the standard of financial income structure,summed up the basic characteristics of the structure of fiscal revenue and tax revenue and its impact factors.In Harbin Songbei district economic operation condition and main economic indicators of completion is analyzed,related financial data collection,through the analog data of Songbei financial income structure in-depth analysis of Songbei District from 2007 to 2014 years of tax and non tax income internal structure index case by year to year comparison feature,by of Songbei financial income structure existence unreasonable place to be analyzed and summarized.Finally based on the theoretical research,combined with demonstration of Songbei financial revenue data,analysis of the problems existed in Harbin Songbei financial income,and for optimizing strategies and suggestions of Harbin Songbei financial revenue structure.
