Achieving economic growth is one of the development goals of every country, and the relationship between energy consumption and economic growth has always been the focus of research in environmental and energy economics. On the one hand, Belarus is an energy importing country, so its development will be restricted by the energy supply country; on the other hand, the domestic market is very limited, and its economic development is very high degree of external dependence. Belarus' s two largest energy supplies in Ukraine, Russia has announced a stop to the output of natural gas energy, which makes Belarus, had to upgrade their own energy self-sufficiency. And according to the World Bank data show that in 2015Belarus' s economy for the first time negative growth, unemployment is further increased;since the energy has a greater contribution to the economic growth of Russia.Therefore, study on the relationship between energy consumption and economic growth in this context has important practical significance for the protection of white energy security and sustained and rapid development of economy and the development of related economic and energy policy. This paper selected the data of energy consumption and economic growth in Belarus in 1992 ~2011 years, through the use of co-integration theory, Granger causality test and error correction model of econometric methods, it researches and reveals the co-integration relationship and causality between energy consumption and economic growth in Belarus.The empirical results show that although there is a short-term fluctuation relationship between energy consumption and GDP in China, but in the long term, a stable equilibrium relationship exists between the two variables, and there is a two-way causal relationship, but the effect of energy consumption on economic growth is more significant,indicating that economic growth has a strong dependence on energy consumption in Belarus.Therefore, under the condition of insufficient energy supply, to further optimize the energy conservation policy, adjust and optimize the energy structure. This shows that to speed up the introduction of foreign investment and advanced technology development and utilization of new renewable energy is very important.With the depletion of international energy and the convening of the international climate conference, the development and utilization of renewable energy has gradually become the consensus of most countries, and gradually form a certain trading market. Development and utilization of renewable energy, energy-saving belongs to Republic of Belarus enhance theimportant issue in the field of energy efficiency and energy security, and environmental protection is an important part of the national policy to prevent climate change. The introduction of renewable energy into the national energy balance system has been the work of all levels of government, organizations and enterprises in Belarus to support.Therefore, this paper will also discuss the prospects of the development and utilization of renewable energy resources and the policy advantages in Russia. The research on the relationship between energy consumption and economic growth and the development and utilization of renewable energy has important practical significance to improve the international energy status of Belarus. In the last part, the paper gives some policy suggestions on the development of renewable energy.
