Investigation On The Reasons Of Poverty And Relief Strategies In Gancheng, Gulang County

“In 2020,the poor can be out of poverty in China under the current standard,Poverty counties can be all out of poverty,to solve regional overall poverty.” Proposed by the poverty alleviation work conference in November 2015.Precision poverty is the main strategy,and the implementation of the premise is to determine the causes of poverty.Gulang is a national poor country,Gancheng is the most impoverished in Gulang.This paper analyzes the causes of poverty,and puts forward the Countermeasures of solving the poverty through the investigation and visiting the poor.The main results are as follows.(1)There is 16 villages in Gancheng,the household population of 3099 households,11184people(the living population of 1574 households,7803 people).The main cash crops to flax,lentils,peas,potatoes,crops to wheat.The farmer's income is mainly from agriculture,animal husbandry and labor export.Planting beans and sheep is the pillar industry.In 2015,the total output value of 54 million 140 thousand yuan,farmers per capita net income is 2500 yuan.According to the current national poverty standard annual per capita income of 2800 yuan,the 9identified poor villages,per capita income of 2800 yuan less than the standard is 1241 households,5083 people,the poverty rate is 59.21%,7 non poor villages,the per capita income of 2800 yuan less than the standard is 288 households,1072 people,the poverty rate is 41.25%.(2)There are many reasons for poverty: because of the "five missing" poverty is 788 households,3055 people;because of the Learning poverty is 331 households,1568 people;Poverty due to illness is 192 households,693 people;poverty tolls is 2 households,9 people;due to disability,mental retardation the poverty is 96 households,357 people;because of the traffic behind poverty is 71 households,295 people;due to their own lack of development capacity for poverty is 47 households,169 people;for other reasons,the poverty is 2 households,9 people.Survey of the poverty is 6155 people,accounting for 100% of the total population in poverty.(3)Although the impoverished village has implemented the social security system,the development of the labor economy,strengthen the construction of the township informationnetwork,to increase poverty village financial investment and credit policy support,establish and improve the impoverished village health service system and other measures,has produced a certain effect.But according to the traffic conditions in Gancheng,the poor own development ability is insufficient,lack of water? funds? science? technology and learning poverty?poverty tolls has been still prominent problems,poverty alleviation is still arduous.Poverty alleviation measures are: to strengthen the road and the country stop is also an urgent need to do work,the rural labor skill training,safe drinking water,the support of science and technology and industrial development,the reconstruction of dilapidated buildings,the education?the electricity supplier and so on need to be done.
