Orientation And Measures Of New-type Of Urbanization Of Underdeveloped Areas

Urbanization is an important trend in Chinese economic and social development after the reform and opening up.The focus of this paper is to explore,for the urbanization of Pingliang ? a less developed city,suitable ways to solve conflicts and problems and to activate power and vitality of the city on the basis of it's actual reality and by following the law of development.The paper is divided into six parts,in which the background of the new-type of urbanization is analyzed,the academic progress of famous experts is studied,the significance of promoting new-type of urbanization is presented,the basic process and basic conditions of the new-type of urbanization of Pingliang are examined,the existing problems are listed,actual cases are consulted,and direction of development and corresponding measures of urbanization of the city are offered.Pingliang City,one of the birthplaces of the ancestors in the Loess Plateau and one of the important cities in the Silk Road,has a long history,great geographical and regional advantages,and unique advantages and characteristics in economic structure,development stage and population quality,which represents significant growth potential.With the incredible support from the national macroeconomic policy owing to the strategic Belt and Road initiative,Pingliang has accumulated a lot in city construction level,infrastructure construction,urban framework development,and urban character shaping,and is currently entering a new development Stage of improving the quality,promoting the efficiency,and bettering the image of the City.However,in the new-type of urbanization of Pingliang,there exist problems such as insufficient driving force,poor utilization of regional advantages,weak foundation for development,serious shortage of construction funds,and considerable hazards affecting social stability,which share something in common and at the same time different from each other,and call for concern and solution.In order to promote the urbanization healthily and in an orderly way,Pingliang City must base itself on the goal of building the regional central city of Longdong and make clear its own orientation,and meanwhile highlight the leading position of the central city ? Kongtong District,maximize the developing advantages of the three districts?Jingchuan Lingtai,Huating Chongxin,and Zhuanglang Jing Ning,cultivate characteristic economic zones with industrial clusters according to regional reality of development,take into consideration the Tianshui-Guanzhong Economic Zone and the city group of Shaanxi-Gansu-Ningxia,and explore a new path of urbanization.Pingliang must also speed up industrial restructuring and upgrading,tamp the economic foundation of urbanization,play a leading role and exploit aggregation effect,make the central cities bigger and stronger,strengthen the construction of small cities and towns,and promote the urbanization construction in a balanced way.Moreover,policies and measures should be scientifically made,difficult problems encountered must be effectively resolved,livelihood issues need to be properly addressed,and thus urbanization can be promoted scientifically,healthily and in an orderly way.The paper takes Huating County,Shizi Town of Lingtai County,and Xiaao Village,Yudu Town of Jingchuan County as the typical cases representing the three levels?county,town,and village,illustrates one aspect of the urbanization of Pingliang City.The paper puts forward that the urbanization of county-level cities should focus on clear orientation,the township-level on strengthening the infrastructure construction,and the village-level on maintaining the unique characteristics.In short,the urbanization must help improve people's well-being and rely on the power of people to promote it's process.
