The Research Of Influence Of The Rural Land Circulation On The Social Development In Wuwei Liangzhou District Of Gansu Province

With the continuous development of rural economy and the implementation of the rural land circulation policy put forward by the central government,great opportunities and challenges has brought the rural economy to agriculture.With the development of urbanization,the agricultural population transferred to cities,which has brought a series of problems such as the decrease of labor force,the acceleration of the aging and the idle land.Under this trend,land circulation is necessary.Through the rural land circulation,the land was overall planned,unified management and used,the agricultural developed with the direction of scale,intensive and efficient,the agriculture became healthy,sustainable and stable.Therefore,the rural land circulation has become an important way to optimize the allocation of rural land resources,increase farmers' income,and promote the further development of rural economy.In this paper,based on the related theory as the foundation,including land rent theory,scale management theory,institutional change theory,on the basis of extensive investigation and study and data statistics,the impact of Liang Zhou district rural land circulation and its existing problems were studied.Combined with the SWOT analysis,the internal and external environment factors in rural land circulation were analytic,and the development strategies of liangzhou district land circulation were also further discussed.Strong basis and specific measures for the promotion rural land circulation in Liangzhou district were provided.The main results were as follows:Rural land circulation for rural economic development cannot be ignored,the influence of rural land circulation promoted changes in agricultural planting structure and agriculture industry scale;improved the ability of preventing agricultural risks and hazards;promoted the formation of rural urbanization and integration of urban-rural structure;promoted the overall economic development in western rural areas.Rural land circulation of Liangzhou district showed certain regional particularity.The main factors restricting the rural land circulation in Liangzhou district were as follows: incomplete land property right system resulted in slow development of the circulation market;Fragmentation of farmland and poor water conservancy facilities delayed the process of land transfer;Land circulation behavior is not standard,income risk;Land circulation form is single,and the more short term lease phenomenon;The unsound social security system and the phenomenon of urban and rural duality hindered the process of land circulation.The main conclusions were as follows: Moderate scale of rural land circulation will promote the development of agricultural rural economy in Liangzhou district,but also bring new development opportunities and challenges,which not only conducive to the further development of rural economy,but also contributes to the solution of the three rural problems.
