Study On Rural Land Circulation In Jin'an District Of Fuzhou City

With the promulgation of the national new urbanization plan(2014-2020),the new type of urbanization in various regions is accelerating rapidly.Under such a background,the rural surplus labor force continuously infuses into urban areas and the urbanization of the agricultural transfer population has become a new normal Therefore,how to activate rural land and promote the integration of land circulation so as to promote the rapid development of modern agriculture has become a problem that all levels of government must face.Jin'an District,Fujian Province,Fuzhou,Fuzhou,has a superior economic investment environment and a long cultural heritage.With the rapid development of new urbanization,the level of economic development has been continuously improved.The surplus labor force in the rural areas of Jin'an has been continuously poured into the work of the provincial capital.This has made the idle land and land use of some rural land in Jin'an District Low rate.The traditional small-scale peasant economy has been unable to adapt to the rapid development of new urbanization in Jin'an District and the construction requirements of modern agriculture.The transformation and upgrading of agriculture and the improvement of rural land circulation rate are inevitable.Rural land is an important factor in agricultural modernization,rural farmers are the main body of circulation,do a good job in revitalizing rural land,optimize the allocation of rural land elements is whether the transformation and upgrading of agriculture,rural farmers can increase income,agricultural industry can achieve mechanization,modernization,The key to integration and intensification.Based on the review of domestic and international land transfer literature and laws,regulations and policies,this paper studies and discusses the related concepts,theories and policies of rural land.Based on the data of valid questionnaires in rural areas of Jinan City,In the new era of urbanization in rural areas of Jin'an District,the main problems and causes of land transfer in-depth understanding of planing,and thus put forward to enhance the improvement of rural land transfer measures and recommendations in rural areas,Jinan City,the government land The competent department of circulation provided the theoretical basis for reference.This article is divided into six parts:The first part is the introduction,which mainly introduces the research background of this article and the purpose of the research.It summarizes the research results of rural land transfer at home and abroad,and briefly introduces the content,method and innovation of this paper.The second part discusses the related concepts and theoretical basis,including the new town construction,the rural collective property rights system and rural land circulation,focusing on Marx's land property rights theory and agricultural scale management theory.The third part briefly introduces the basic generalization of Jin'an District.Based on the questionnaire data,it mainly analyzes the leasing and transfer mode of rural households in Jin'an District and the mode of exchange and swap.Transfer transfer mode,a new type of business-driven mode.The fourth part focuses on the analysis of the problems existing in the rural land transfer in Jin'an District and the reasons.The fifth part is to sort out the problems existing in the process of rural land transfer in Jin'an District and put forward the corresponding effective measures according to the actual situation.The sixth part is to sum up the text combing the future.
