As an important component of tourism,the rural tours has always played an important role in propelling the rural area forward and increasing income of peasants.However we should put forward clearly that the development of rural tourism needs cultivation,guidance and supportive policy from government based on rich resources endowment and effective market mechanism.Therefore,it has been urgent affairs to strengthen government guidance for promoting the rural tourism development.This thesis take a case study of Kong tong District of Ping liang city,and analyzed its rural tourism development based on correlation theories of market failure,service-oriented government and public governance.Firstly,it analyzed the present situation,development level of rural tourism,base infrastructure and resources endowment of Kong tong District.Secondly,it demonstrated major actions of government in policy making,planning guidance,pooled funds and development environment for rural tourism,especially point out the deficiencies of government in systematic planning,supporting facilities,features upgrade and business engagement as well as industry cognition,management system,capital investment,coordination mechanism,professionals and marketing promotion.Finally,based on advanced practices both from home and abroad,it proposed some major measures for strengthening dominating role of government in developing rural tourism.To sum up,government should improve and deepen its role in transformation of functions,innovation of management system,perfect planning,quicken construction,optimizing the connotation and quality,intensifying promotion,and increasing investment,etc.
