The Problems And Countermeasures Related To Government Procurement Of Public Property Services In Qingyang District Of Chengdu

Government procurement is a hot topic in today's social and economic development.In recent years lots of new policies and regulations were introduced on national level,for the purpose of accelerating development of service projects in government procurement.Public property service,despite accounting for a relatively smaller proportion in service projects,has been drawing more and more attention and promises bigger opportunities of development in future,due to the fact that it serves the public and therefore requires an increasing investment from service-oriented government.Based on this,this essay selected Qing Yang District in Chengdu as the research object,the author adopted methods such as literature research,practical investigations combined with interviews;comparison research;case study data collection and historical document inquiry,analyzed by categories on the foundation of data statistics and implementing case.Research results showed that the major problems that Qing Yang government encountered are:small procurement scale;purchasers' weak awareness of government procurement;unclear understanding of policy and procedure;thorny responsibility investigation after procurement;inappropriate methods of procurement;varied quality of evaluation experts and so on.Aiming at main existing problems,this essay suggested concrete improvement plans including training on government procurement team,inviting experts to bring up demands argumentation and design proper demand parameters.To apply synthetic scored method as far as possible,in order to avoid low bid,When taking competitive negotiation approach,the procedure of negotiation must be taken into account and project manager is expected to join in negotiation,project manager needs to have a strict control over contract fulfillment,check and accept,management and Performance evaluation of property service.These concrete countermeasures provided in this essay,contribute to government procurement of public property in Qing Yang District,helps to improve efficiency of supervision,and to certain also provides certain reference value for government procurement of public property services in similar areas in our country.
