the rapid development of China's economy has brought the people material life level greatly improved,but also a huge environmental cost,fog has has become China's new labels since 2014.Is given priority to with coal energy consumption structure,low energy efficiency in creating economic growth as well as the discharge a large amount of damage the environment material,unprecedented urbanization in a short period of time to look brand-new resources waste,but it is also the cost of air pollution,water resources dry up.Energy and environment problems at the same time restricts the further transformation and upgrading of China's economy is the new normal,under this big background,reduce the pollution of the environment to improve energy efficiency in China's economic development is should first solve the problem.Although the east as the pioneer of China's economic development,energy resources shortage,but due to the higher level of economic development and become the main force of energy consumption.Paper based on the fastest urbanization in 10 provinces and cities in east China's panel data from 2005 to 2015,measuring the total factor in eastern energy efficiency,and factor of influence on energy efficiency,specific as follows: the input oriented BCC model,will be 2015 years of the eastern provinces of the energy efficiency is a static analysis,in order to make up for the inadequacy of static analysis,on the basis of the further calculation the eastern region comprehensive efficiency level in 2005-2015;Choosing super efficiency DEA model,using 2005-2015 east 10 provinces panel data to carry on the empirical research,measuring the total factor in eastern energy efficiency;Using Malmquist index(MI)east of comprehensive system of research in 10 provinces and cities in 2005-2015 total factor,the change of the energy efficiency;With the help of principal component analysis(pca)is calculated in eastern China,the comprehensive factors of agglomeration degree index,selects the Tobit model analysis factors of labor,capital,technology and comprehensive elements gathered in the eastern region total factor the influence of the energy efficiency.The main conclusions of this paper is: in 10 provinces and cities in the east of thecross section data of 2015 results and the comprehensive efficiency of the eastern region in 2005-2015 average,you can see that although the east this decade about the overall level of the efficiency value is higher at 0.96,but the overall declining and provinces differences are more obvious;Super efficiency DEA,according to the results of Jiangsu and Zhejiang provinces total factor of energy efficiency has increased,Hebei,Shandong and Fujian provinces total factor of energy efficiency fluctuation is smooth,the provincial energy efficiency has a different degree of decline;Malmquist index,the eastern region from 2005 to 2015,total factor energy efficiency decline of about 1.24% on average,the comprehensive efficiency drops rapidly is total factor in eastern region energy efficiency is the main cause of a downward trend;Tobit model results show that the technical elements gathered in the eastern region energy efficiency has motivated,but labor and capital elements agglomeration are obvious conditionality,leading to comprehensive elements agglomeration play a negative role in energy efficiency.
