Affordable housing construction is the guarantee of low-income members of society and a basic work for the development of social cause of the people's livelihood,is conducive to ease the housing price to income ratio is higher group purchasing and rental pressure,and for the local economic and social harmonious development.In recent years,on improving the housing security system in order to solve the housing difficulties of low-income group in towns,especially the implementation of the "common property" housing policy,not only solve the housing difficulties of crowd trouble back at home,but also promoted the improvement of local urbanization level.However,Huai an co-ownership affordable housing policy is not perfect,the huai an co-ownership affordable housing policy implementation effect evaluation is helpful to find shortcomings and difficulties in the process of implementation of the policy itself,and the perfect plays an important role.This article used the literature method,practical investigation,the combination of qualitative and quantitative methods to huai an co-ownership to study the effect of the affordable housing policy.The beginning of this article is the introduction part,put forward the common property of affordable housing policy effect evaluation of the background,significance,domestic and foreign research dynamic,at the same time introduced in this paper,the research ideas,research methods and innovative points,etc.Followed by the theory part,define the co-ownership of affordable housing related concepts,this paper expounds the common theoretical basis and policy of the housing property right evaluation method.Next elaborated the huai an co-ownership basic situation of the affordable housing policy is introduced on co-ownership the evolution course of affordable housing policy and implementation status,analyzes the huai an housing a total of property rights of entry and exit mechanism,property rights and rights distribution,etc.Then in the form of questionnaires and interviews to huai an co-ownership of affordable housing residents living satisfaction and demand situation were analyzed to understand related policy,reasonable selection of dunn's policy effect,the fairness of evaluation criteria,responsive three criteria for evaluating on the elements of the affordable housing policy implementation effect of property rights,and affordable housing property right of huai an has effect on the qualitative and quantitative evaluation with fairness,using comprehensive fuzzy evaluation method to quantitatively study the huai an co-ownership of affordable housing resident satisfaction.research suggests huai an co-ownership housing pattern has the fairness and efficiency,to meet in the sandwich layer groups such as low-income housing demand,households respond to basic satisfaction.After aiming at the shortcomings of the huai an all property rights housing policy effect on root cause analysis,and then puts forward some countermeasures to the perfection of it,research suggests that huai an should first strengthen the supporting policies of property rights housing design,such as in the legal protection,financing channels,the supply of land,organization management,and other aspects of strengthening the perfect housing a total of property rights;Second should be in a total of housing property rights of entry and exit management,property management,property of revenue management,repurchase risk management to improve the operating management mechanism of property rights of affordable housing,and detail to the related policy content;Should be optimized at the same time there are property of affordable housing policy effect evaluation to promote the improvement of policy environment,such as the establishment of an independent policy evaluation mechanism,perfecting the affordable housing policy of property assessment information system,perfecting the affordable housing policy evaluation system of property rights,realization of property rights of affordable housing policy evaluation system.Finally,the conclusion is summarized in the conclusion.
