The pharmaceutical manufacturing industry is a high-tech industry,which relates to the people’s livelihood and the people’s health. Faced with such a huge demand for 1.3 billion chinese people, there are few new drugs that China has fully independent intellectual property rights.The pharmaceutical manufacturing industry as one of the high-tech industries, its core competitiveness is innovation. However, from a national perspective, China lags behind some countries of Europe and America in R & D input or output of chinese pharmaceutical manufacturing industry.From the perspective of pharmaceutical enterprise,the pharmaceutical enterprise can’t be able to give full play to the subjective initiative, lack of foresight, pay more attention to the current interests,and ignore the importance of innovation, which brings negative effect to the technology innovation efficiency of our country’s pharmaceutical manufacturing industry.What’s more,the abvious difference of enterprise’s internal and external environment makes unbalanced development of chinese pharmaceutical manufacturing industry in different regions of China and even leads to different efficiency of technological innovation in China’s pharmaceutical manufacturing industry. We need to find out the internal and external reasons for the low efficiency of technological innovation in China’s pharmaceutical manufacturing industry,and to enhance China’s international status as a innovation-oriented country in pharmaceutical manufacturing industry, provide the people of our country with better service, make contributions to the people’s health. So these problems are waiting for us to solve.This paper mainly study the efficiency of technology innovation in China’s pharmaceutical manufacturing industry from the following aspects. First of all, this paper describes the related concepts of the pharmaceutical manufacturing industry and the related theories of technological innovation efficiency.The analysis of present situation in pharmaceutical manufacturing industry of our country found that the average annual growth rate of China’s pharmaceutical manufacturing industry is higher than that of the developed countries in the world. However,it seems to be big,not strong.Secondly, using three stage DEA model to analyse the efficiency of Chinese pharmaceutical manufacturing according to environmental factors index,input and output data from 25 regions of China, such as pure technical efficiency and scale efficiency. We found differences in environmental factors do have an impact on China’s pharmaceutical manufacturing industry, and further affect the technology innovation efficiency development of Chinese pharmaceutical Manufacturing industry.Furthermore, after the analysis from the perspective of static, we used the malmquist model to do a dynamic analysis according to the input and output data,and found that technological progress makes the technology innovation efficiency of China’s pharmaceutical manufacturing industry to reach a annual growth of 5.2%, at the same time, that difference of annual growth in different regions was primarily due to changes in unreasonable resource allocation and the difference of technological progress.Finally, we made a summary on the issue of the previous problems and put forward relevant suggestions to enhance the technology innovation efficiency of China’s pharmaceutical manufacturing industry.
