Chinese President Xi Jinping put forward the great strategic vision of " Silk Road Economic Belt " on September 7,2013, which aims to strengthen regional economic cooperation, cultivate new growth district and promote world economic recovery. "Silk Road Economic Belt" covers a wide range of content, among which deepening the cooperation between China with the five Central Asian countries in oil and gas industries is the most important goal. Cooperation between China with the five Central Asian countries in oil and gas play a leading role in the construction of " Silk Road Economic Belt", which has been proved beneficial to promoting the economic prosperity in the core area and even the whole " Silk Road Economic Belt " region, as well as achieving " convenient transportation " currency circulation" and "friendly policy" to a great extent.Until now, cooperation between China and Central Asia in the oil and gas industries has made some achievements, but there are still many problems. Firstly, although there is some cooperation in downstream oil and gas industries, especially in oil and gas refining fields, it is basically stays in the "window period", which just conflict with surplus oil and gas refining condition in China. Secondly, midstream oil and gas pipes network construction is still very weak, with low density, few number and small scale. Finally, cooperation in oil and gas industries still confronted with shallow technology, limited finance, imperfect laws, regulations and other problems. In the context of "Silk Road Economic Belt" construction initiatives, such factors as the establishment of Asian Investment Banks and Silk Road Funds, comprehensive upgrade of partnership between China with Central Asia, geographical and cultural advantages, complementarity between oil and gas industries altogether bring lots of convenience for the cooperation between China with Central Asia in the oil and gas industries. Meanwhile, China still faced with abundant disadvantages, such as low competitiveness in oil and gas industries, "Chinese New-Colonialism" theory, insecurity of cooperation in oil and gas industries,all that probably will lead to cooperation risk.In this regard, the author adopts the combination of quantitative and qualitative method and other methods, aiming to bring forward strategies for deepening cooperation between China and Central Asia in the oil and gas industries from the four aspects of creating a comprehensive, in-depth cooperation relationship, forming finance supporting system, improving competiveness and establishing outstanding environment so as to promote the development of oil and gas industries in China and Central Asia, play a leading role in the construction of " Silk Road Economic Belt", accelerate the regional economic integration step.
