Since the US subprime mortgage crisis,the slowdown in global economic growth led to China's dependence on exports,investment,consumption,external development model is slightly weak,in addition,due to the advantages of China's population dividend are no longer exist,China's economy is facing new challenges,industrial upgrading become an important strategic objective of the new normal development stage.General Secretary Xi Jinping in November 2015 put forward the big layout “the supply side reform”,how to effectively promote the upgrading of industrial structure is an important task in a new stage of development.Based on the above research background,this paper focuses on the mechanism and effect of the two factors of human capital and industrial transfer on the upgrading of industrial structure,and through the empirical research,in order to provide human capital and industrial transfer related recommendations for the Pan-Pearl River region's upgrade of the industrial structure.In the past,scholars have focused on the study of the relationship between industrial upgrading,human capital and industrial transfer.In this paper,the author puts the three variables under the unified analysis framework to study their interaction mechanism and realize the innovation of logical thinking.This paper based on the panel data of Panzhu nine provinces from 2001 to 2014,which is mainly due to the large gap between the level of economic development in there,so it's an ideal sample.This paper established the fixed effect model to test the impact of human capital and regional labor-intensive industries to industrial upgrading,due to the interaction between variables may lead to endogenous problems,so this paper used the Two-stage least squares method on the basis of fixed effects method.The empirical study shows that human capital level and regional industrial transfer have obvious effect on inter-industry upgrading and service upgrading,but the effect on manufacturing upgrade is not obvious.The coefficient of Industrial transfer and human capital's cross factor is negative,indicating that human capital and regional industrial transfer did not form a benign interaction mechanism and thus promote the upgrading of industrial structure,mainly due to labor mobility and labor-intensive industries shift reversely,the allocation effect of labor mobility to human capital has not been effectively matched with the demand of regional industrial transfer and industrial upgrading,thus weakening the positive effect of human capital level and industrial transfer on regional industrial upgrading.In the new stage of development,increase human capital investment,accelerate the accumulation of human capital is still the key,the level of human capital is still an important thrust of industrial upgrading;In view of the allocation of labor mobility,the relevant policies should be formulated to guide the rational flow of labor and improve the corresponding training system so that the level of human capital and structure,regional industrial transfer and industrial upgrading to form a positive interaction.
