Jiangsu is both one of the developed province and a large population provincewith numerous rural labors. Whether rural labor can be reasonably developed andutilized will directly affect the development of rural and provincial economy. Atpresent, there has been plenty of surplus labor in rural areas, which seriously restrictsthe growth of farmer's income and the development of rural economy. So it is aneffective way to fully utilize rural labor to ensure the full employment of farmers andtry to solve rural labor transfer reasonably and in good order. However, whether fromthe aspect of overall rural labor or from the aspect of the transferred labor, ituniversally exists that rural labor is very poor quality and the stock of rural humancapital is inadequate and unable to adapt it for demand of lines and industry. So tosome degree it is meaningful in theory and realism to study the relationship betweenthe investment of rural human capital and the rural labor transfer and explore ways ofthe investment in rural human capital to promote rural labor transferRural surplus labor transfer means the conversion in occupation or region of ruralsurplus labor. That is rural labor transfer from agriculture to other walks of life orfrom countryside to cities and towns, including the conversion in occupation,dwelling states, living styles and working places. The investment of human capital isall money spent on formal education (including vocational and technical training), thein-service training (including learning in doing), health investment labor transfer andflow. This article specifically discusses methods to calculate stock and growth of thehuman capital and factors that human capital accumulate, which are the investment informal education, in-service training and health. Through analyzing the states of ruralhuman capital in Jiangsu province this paper reveals the level of medical care is lowand there is a wide margin between countryside and cities in the nutrition andeducation states of farmers children. There is a large amount of labor resources butbad structure, poor education and uneven distribution. This paper points out thespecific states of labor transfer and reveals the defects in the inadequacy of ruralhuman capital .The function of human capital on labor transfer is to improveworkers 'ability and widen the paths to acquire information and at the same time ithas the model and reflow effect, it also determines the speed and continuity of rurallabor transfer, and it has positive promoting function on labor transfer.The accumulation of Jiangsu human capital is influenced by elementary andvocational education and health investment. The public input elementary education inthe countryside is inadequate and there is great difference in it between areas; theburden of heavy education fees on the farmers and low level of private educationinvestment restrict the accumulation of rural human capital.The flow of teachers inprimary and high schools seriously affects normal development of rural education and causes low quality of rural labor. It is obvious that the health investment level is low;the farmer's nutrition level is low too. So the rural labor transfer must be speeded andhuman capital investment must be increased to utilize the rural human resourceseffectively. Elementary education can be strengthened through increasing the basiceducation input, building teachers team and guiding private investment, improvingrural vocational education, taking advantage of the function of government onvocational education, holding all kinds of training with purpose, improving workersquality and skills, increasing the stock of human capital, enlarging health investment,improving health investment level from the aspects of health care and co-operativemedical service in the countryside.
