Since 12 th Five-Year,the development of China's logistics industry is getting faster and faster,the scale is getting bigger and bigger,the construction of infrastructure and logistics network is gradually improved,but the logistics cost is still high.There is no unified planning for the logistics network,which leads to the idle of logistics resources in various cities,and it is difficult for the logistics nodes to converge smoothly.The radial spoke structure has been proved to be a new model of regional logistics planning.Hub and spoke structure elements of the logistics network is a main axis,two axis level logistics and urban logistics resources allocation in the hinterland,the main consideration from the network level,so the efficiency of agglomeration,economies of scale and space efficiency are significant,and ultimately reduce logistics costs and enhance the effect of transportation efficiency.In recent years,various countries and regions are in the logistics industry to invest a lot of resources to promote its rapid development,and as "Silk Road Economic Belt" core area of Xinjiang especially,by virtue of the unique resources,location and policy advantages of timely pay close attention to the development of modern logistics industry an opportunity to develop the logistics industry to promote the development of Xinjiang's economy more rapid and more efficient.Based on this,this paper puts forward the construction of Xinjiang modern logistics network on the basis of the theory of hub and spoke.The first part introduces the Xinjiang modern logistics network research background and research significance,and summarizes the domestic and foreign scholars on the research results of modern logistics network,based on the formation of the thought to explore this,and in accordance with the need to establish the inquiry inquiry contents and methods of the article.The second part is the definition of related theory is introduced and the concept of the formation of Hub-and-Spoke model and fractal theory category,mechanism and influence factors of logistics hub and hub city of the effects of radiation are introduced,which lays the theoretical foundation for empirical research.The third part describes the current situation of the development of regional logistics in Xinjiang and the layout of the network from the following two aspects: the development of logistics system in Xinjiang and the development of logistics network.Respectively from the overall logistics,logistics facilities,market players,circulation and transport system in five areas,including transportation system from the highway,railway,aviation and pipeline layout analysis of the four aspects.Finally,the existing problems and the reasons for the development of regional logistics network are analyzed and expounded.The fourth part is the focus of the article,on the basis of Xinjiang regional logistics development status and network layout,the use of modern logistics rank scale fractal logistics system,point axis structure,spatial correlation fractal entropy TOPSIS comprehensive evaluation method and the Spatial Gravity Model for comprehensive analysis,combined with empirical conclusions put forward four suggestions of modern logistics network in Xinjiang is to enhance the two axis of the city logistics construction,build efficient logistics network system to build three-dimensional network,and accelerate the development of logistics informationization,information sharing.Through the analysis and research,we can get the following 4 main conclusions: 1.For the form of Xinjiang logistics network system which is composed of 21 logistics nodes city in 2015,the size of the order dimension is measured to be 0.5542,which is slightly larger than1.This indicates that the spatial order of the logistics spatial system in Xinjiang is uneven,and the structure is relatively loose,so the logistics spatial system in Xinjiang is not mature enough.2.Through the logistics space system of point axis structure of the spatial correlation of fractal,correlation dimension is 0.6751,while the value of D has close to 1,that is a geographical trend line distribution of different elements of Xinjiang city logistics system in the space range.3.A comprehensive evaluation of the development of the entropy TOPSIS method of Xinjiang modern logistics network,come to Urumqi as a city,Kashi,Yining center,Korla,Hami and Kuitun 5 two axis City,15 city for the rest of the city.4.Finally the radiation range determined by the axis of the city spatial gravity model,we build 6 logistics circle,eventually forming a double network of 16 regional "a system of representative logistics hub and spoke network layout.
