The Study Of Policy System For Utility Tunnel In Construction And Management

With the rapid progress of urbanization,the municipal pipeline,as the city lifeline,is also constantly expanding,which led to the "road zipper","air spider web" "city water-logging" and other urban problems.The emergence of utility tunnel can effectively alleviate the urban problems brought by urbanization and enhance the overall level of the construction of the city,which is the auxiliary force of the rapid development of China's urbanization process.In recent years,national and local governments have issued a series of policy documents to encourage and standardize the construction of utility tunnel,and the constructions of utility tunnel have been in full swing.Through the field investigation and reading a large number of related literature,we found that there are still many problems to be solved in the construction of our utility tunnel at present.It mainly includes the problem of technical optimization,the choice of investment and financing mode,the unclear responsibility,unclear cost sharing criteria and so on.In view of the problems existing in the construction of utility tunnel in our country,this paper analyzes the causes from four aspects of the inherent characteristics of utility tunnel,technical environment,economic environment and social environment,and finds out that these problems are difficult to be resolved completely only by market,but should be guided by policy.However,through arranging and generalizing the existing policy on the construction of utility tunnel,I found that the existing policy is not sound,the regulation content is not deep and comprehensive enough.Therefore,uphold the principle of policy first,according to the development needs,it is necessaryto study the policy content which meets the characteristics of utility tunnel to ensure that the construction of utility tunnel is legal,orderly and effective.Based on this,combined with the characteristics of the utility tunnel itself and development experiences of other similar industries,this paper constructs the policy system in which technical policy is foundation,economic policy is the support and supporting policy is guarantee to advance the construction and application of the utility tunnel,and analyzes the contents of every policies.Among them,the technical policy is mainly based on the premise of scientific planning and the introduction of advanced technology as the basis,optimizing the technical program,innovating technology,establishing and improving the technical standard system;the economic policy is mainly to encourage the introduction of market mechanisms and the use of PPP mode investment in the construction of utility tunnel with the necessary financial subsidies and financial services policy to establish a sound market trading mechanism;the supporting policy is mainly regulated from the regulatory system,market access and exit mechanism,regulatory system,information management and other aspects to insure utility tunnel smoothly operation.The final of the article emphatically focus on the financial subsidy policy in economic policy.Because the logical starting point of the formulation of economic policy is to deal with market failure,taking into account the construction environment of utility tunnel in our country,financial subsidy policy is the most direct and effective policy.The financial subsidy policy is the financial subsidy that the government to the SPC according to the income of SPC,which purpose is to establish the market trading mechanism by producing benefits in quasi-public goods and attracting the social enterprise to invest and construct.The research of this paper provides a way to solve the existing problems in the construction of utility tunnel in our country at present.It has certain guiding significance and reference value to the formulation and perfection of the policy of advancing our comprehensive corridor construction.
