Research On The Application Of PPP Model In The Under Ground Utility Tunnel Project In L City

PPP model is the main mode of infrastructure construction in China in recent years.Since 2014,government have issued a series of policies and regulations to vigorously promote the development of PPP mode.However,with the increasing popularity of PPP,some social capital in order to obtain huge profits,and government agencies for project financing,in the implementation process of specific projects,there are some problems.In2017,the Ministry of finance successively issued policies to centrally clean up the non-conforming projects in the PPP project library and strictly regulate the access conditions of the PPP project library.This undoubtedly shows the determination of the Ministry of finance to regulate the PPP model.In the long run,PPP mode will still be the main force of infrastructure construction in China in the future,and with the adjustment and standardization of national policies,PPP mode will develop better and better in China.Under ground utility tunnel gallery project has the characteristics of large investment,long cycle,high risk,and has certain publicity and monopoly.It will not only bring huge financial pressure to the government,but also affect the normal operation of the pipe gallery.Using PPP mode to construct the under ground utility tunnel is a good decision.While reducing the financial expenditure of municipal government,it can also improve the efficiency of construction management and reduce the operational risk in the later stage.This paper collects the relevant literature in the field of PPP and the under ground utility tunnel project in recent years in China,and takes the under ground utility tunnel project of L City as the research object;summarizes the difficulties in the process of building the under ground utility tunnel project with PPP mode from three aspects of financing,operation and risk management and control;finally,combined with the case,it summarizes the strength,weakness,threats and opportunities from four aspects.This paper makes a comprehensive analysis of the under ground utility tunnel project in L City,and puts forward suggestions for improving the application of PPP mode in the construction ofthe under ground utility tunnel project in L City..
